EAL4 + certification is one assessing grade of the safety and security of the special certification information technology security evaluation criteria, and at present the highest level is EAL7. `However, EAL4 + is based on EAL4 level adding some of the new assessment. It is the he highest level of security assurances that international smart card products can reach presently. In1996, six countries signed the general criteria for information technology security assessment-- CC1.0, In 1998, the United States, Britain, Canada, France and Germany signed a written recognition agreements. Later this standard is known as the CC standard, that is, CC2.0.In 1999, CC2.0 version became an international standard ISO / IEC 15408, equivalent to GB / T 18336 that China adopted in 2001.
